For "stubby" applications, carbide quills are usually not necessary or even beneficial.
In fact, steel quills offer some advantages over carbide (stronger, less risk of damage to spindle threads, etc.).
However, good quality steel quills are mostly imported from Europe and Japan. The price and delivery times can be excessive. This often negates any worthwhile cost savings vs. carbide quills available domestically from several sources.

Hard-finished all-around, including the wheel spud.

Wrench flats are wire-cut after all heat-treat and finish machining is done, for absolute symmetry and thus balance. To the best of our knowledge this is unique in the industry, even for carbide quills. Slow and costly, but the results are measurable.

Bearing-grade 8620 steel, fully case-hardened to 60-62HRC. More durable than 4140, "pre-hard" etc.

Spindle threads and all internal corners are hand-masked against carburization, keeping them strong and preventing damage to the much more valuable spindle threads. Tedious and costly, but beneficial.

For production grinding, application-specific ENA quills will almost always significantly outperform generic or in-house "toolroom" quality quills.​
